يسر مكتب اليونسكو العراق أن يُعلن عن إطلاق البرنامج الدولي لتنمية الاتصالات (IPDC) والذي يُعد تابعاً لمنظمة اليونسكو ويختص بتقديم المنح. وتم تصميم البرنامج الدولي لتنمية الاتصالات لتطوير إعلام تعددي وحر يُسهم في التنمية الديمقراطية.
ويُقدم هذا البرنامج منحاً بمبالغ أقصاها 40000 دولار أمريكي للمشاريع الإعلامية التي تتناول أولويات البرنامج الدولي لتنمية الاتصالات، بحسب الآتي:
o تعزيز حرية التعبير وحرية الصحافة (بما في ذلك سلامة الصحفيين) والتعدد الإعلامي (على وجه الخصوص الإعلام المجتمعي والشباب والنوع الإجتماعي) والإعلام المستقل (خصوصا ذو التنظيم الذاتي والمعايير المهنية للإعلام).
o تطوير قدرات الصحفيين ومدراء المؤسسات الإعلامية (إعداد التقارير الصحفية بإستخدام التقنيات الجديدة والصحافة من أجل التنمية والصحافة الإستقصائية والتدريب على السلامة العامة للصحفيين).
o الإبتكار في التقارب والتكامل مع وسائل الإعلام والإتصالات الجديدة.
فيما يتعلق بتعزيز حرية التعبير والتعدد الإعلامي، يتعين على المشاريع المقدمة أن تُشجع التدفق الحر للمعلومات على الصعيدين الوطني والدولي، على حد سواء، فضلاً عن تعزيز قدرات الاتصال في الدول النامية. وفي السياق العراقي، يشتمل هذا الأمر على وضع مبادرات إعلامية للمواطنين بحيث تكون قائمة على المشاركة والديمقراطية من خلال فتح قنوات المعلومات للمستفيدين من الأفراد و/أو المجتمعات الذين لولاها قد لا تتوفر لديهم إمكانية الوصول إلى وسائل الإعلام الرئيسية. ويتعين أن تهدف المشاريع أيضاً لتعزيز وزيادة نشر المعلومات ضمن المجتمعات المحلية فضلاً عن السعي لتطوير شبكات ذات مبادرات إعلامية مماثلة على الصعيدين الإقليمي والعالمي، إن أمكن.
ولا بد للمقترحات أن تحترم حرية التعبير وتدعمها، وتُشَجّع على وضع مبادرات إعلامية مقامة على أساس المجتمعات من خلال ضمان التعدد الإعلامي وتنوع المحتوى وتمثيل الجماعات المتباينة في المجتمعات المحلية على اختلافها واختلاف اهتماماتها، بما في ذلك أن تحظى أصوات النساء والشباب بالتمثيل.
ويتعين على المشاريع أن تسعى لتطوير الموارد البشرية من خلال تحسين القدرات والمهارات والوعي بين صفوف الإعلاميين المختصين.
كما تحظى المنظمات الإعلامية كالصحافة والإذاعة والتلفاز ومؤسسات التدريب الإعلامي ومنظمات الصحفيين المختصين ووكالات التطوير الإعلامي ووسائط الإعلام الإلكترونية ومجتمعات التطوير الإعلامي بالتشجيع للحصول على دعم البرنامج الدولي لتنمية الاتصالات.
ويتم اعتبار مجتمعات التنمية الإعلامية على أنها منظمات إعلامية/مجتمعية مدنية محلية و/أو شعبية مكرسة لإتاحة المعلومات العامة لأفراد الشعب العراقي المتسم بالتباين العرقي والاجتماعي والتي تُشجع المشاركة المدنية من خلال تبادل المعلومات على نحو يتسم بالشفافية.
ينبغي للمقترحات أن تتناول بشكل واف وملائم جميع القضايا الواردة في النموذج، ويجب ألاّ تكون أطول من الخمس صفحات المرفقة طياً. كما ينبغي أن يتم تقديم الوثائق الداعمة للاقتراح على شكل ملحق. علاوة على ذلك، ينبغي أن ترفق محطات الإذاعة والتلفزيون نسخة من رخصة البث أو توضيح لأسباب عدم الحصول على ترخيص. وسوف لن ينظر البرنامج الدولي لتنمية الاتصالات في المشاريع التي تتنافس فيها الكيانات الخاصة مع غيرها من مرشحي المشروع على نفس الجمهور المستهدف. وسوف تتسم عملية الاختيار بالمنافسة الشديدة، فعند قيام مستشاري الاتصالات التابعين لليونسكو بمراجعة المقترحات، لن يتم النظر إلا في المقترحات التي تتناول أولويات البرنامج الدولي لتنمية الاتصالات. كما سيتم إعادة المقترحات التي لا تتبع التعليمات، وقد لا يتم اعتبارها فيما يتعلق بتوفير التمويل.
ولكي يكون بالإمكان تقديم اقتراح، يتعين على المؤسسة الإعلامية وضع مشروع إعلامي يلتزم بالمبادئ الواردة في البرنامج الدولي لتنمية الاتصالات. وتعطى الأولوية دائماً للبلدان الأقل نموا.
ويشترط أن يتم تقديم مقترحات المشاريع باللغة الإنكليزية أو اللغة الفرنسية حيث سيتم استعراضها في مقر اليونسكو في باريس. كما يشترط على المتقدمين أن يكونوا مسجلين بإسم مؤسسة إعلامية أو منظمة مجتمع محلي. إن الإفراد (الأشخاص) غير مؤهلين للتقديم لهذه المنحة.
على المنظمات المهتمة تقديم مشاريعها المقترحة عبر البريد الالكتروني (m.jaber@unesco.org ) من خلال ملء استمارة البرنامج الدولي لتنمية الاتصالات المرفقة طيا في موعد أقصاه 31 تموز 2013. وسوف يتم اتخاذ القرار النهائي بشأن المشاريع التي تجتاز عملية التقييم المحلية في مكتب البرنامج الدولي لتنمية الاتصالات في باريس، فرنسا خلال الفترة 20-21 آذار 2014. وسوف يتم إخطار المشاريع وسيقتصر هذا على تلك التي يتم تقديمها إلى مكتب البرنامج الدولي لتنمية الاتصالات للنظر فيها.

Dear Sir/ Madam:
The UNESCO–Iraq Office is pleased to announce the International Program for the Development of Communication, IPDC, which is a UNESCO grants-making program. IPDC is designed to develop free and pluralistic media that contributes to democratic development.
The program gives a maximum of $40,000(USD) grant to media projects that address the IPDC’s priorities as follows:
A. Promotion of freedom of expression, and press freedom (including the safety of journalists), pluralism (particularly community media, and/or youth and /or gender) and independence (self-regulation, professional standards);
B. Capacity development for journalists and media managers (in this regard, you are reminded of the benchmarks in the draft C5 for science and development journalism, investigative journalism, safety training, and new reporting techniques);
C. Innovation in convergence and integration of legacy (traditional) news media and new communications.
As for promoting freedom of expression and media pluralism, projects submitted for consideration should encourage the free flow of information at the national as well as the international levels, as well as strengthening communication capacities in the developing countries. Within the context of Iraq, this includes the development of democratic and participatory media initiatives for citizens through the opening up of information channels to individual beneficiaries and/or communities who may not otherwise have access to mainstream media. Projects should also aim to promote the increase of information dissemination not only within local communities, but also seek to develop networks with similar media initiatives both regionally and internationally, if possible.
Proposals must respect and support Freedom of Expression and are encouraged to develop community-based media initiatives through ensuring media pluralism, diversity of content, and the representation of a society’s different groups and interests, including the voices of women and youth.
Projects should also seek to develop human resources through improving the capacities, skills, and awareness of media professionals.
Media organizations such as press, radio, television, media- training institutes, professional journalists’ organizations, media development agencies, online media outlets, and media development communities are encouraged to seek support from the IPDC.
Media development communities are defined as grassroots and/or local civil society/media organizations dedicated to making public information accessible to Iraqi society’s diverse social and ethnic groups, and who encourage civic participation through the transparent sharing of knowledge.
The proposals should address sufficiently and adequately all of the issues listed in the form and should not be longer than the five pages provided in the attachment. Documentation in support of the proposal can be submitted as an addendum. Radio and TV stations should include a copy of the broadcast license or a clarification for the reasons behind not obtaining a license. IPDC will not consider those projects in which a private entity is competing for the same target audience as another project candidate. The selection process will be highly competitive, only proposals that address the IPDC’S priorities will be considered upon the review of UNESCO’s communication advisers. Proposals that do not follow the submission instructions will be returned and may not be considered for funding.
In order to submit a proposal, the media organization must develop a media project that adheres to the principles outlined within the IPDC submission guidelines Priority is always given to the least developed countries.
Project proposals will only be accepted in English or French as they will come under review at UNESCO head- quarters in Paris.
Interested parties are encouraged to submit their proposals to the following e-mail address: m.jaber@unesco.org by filling in the IPDC form attached before 31 July 2013. The final decision on projects that pass the local evaluation process will be made at the IPDC Bureau meeting in Paris, France from 20-21 March 2014. Only those projects that are submitted to the IPDC Bureau for consideration will be notified.
